CBS has made a formal submission to the Transport and Infrastructure Committee on the Building Amendment Bill, supporting the move to replace joint and several liability with proportionate liability and strengthen consumer protection. CBS’s central concern is implementation: rather than relying on membership organisations or an untested private warranty market, CBS believes warranties should be delivered through an insurance-backed scheme with Government oversight. The submission points to Queensland’s not-for-profit scheme as a model worth comparison, and calls for MBIE’s analysis of warranty options to be published before implementation. CBS also recommends minimum financial strength requirements for approved providers, transparent eligibility criteria, and a pathway for newly qualified builders. Representing more than 2,200 building businesses across New Zealand and Australia, CBS is urging Parliament to get the delivery framework right.
