CBS has lodged a submission to the Building Regulatory System Review, responding to consultation questions on building consent exemptions and wider system improvements. CBS supports the principle behind Schedule 1 exemptions, which let straightforward, low-risk work proceed without a full consent, but raises concerns about unclear exemption boundaries, inconsistent interpretation between councils, and costs simply shifting elsewhere. Its recommendations include clear, nationally consistent exemption rules with worked examples, a review of further low-risk exemptions such as window and door replacements, proportionate record-keeping, joined-up guidance, and a review of results after 12 to 24 months. CBS also calls for transparent fees, predictable final sign-off, and a published comparison of private warranty insurance and a Queensland-style government-backed scheme before compulsory cover is imposed.
